GST Registration in Telangana: Limit, Documents, Steps
The GST registration limit in Telangana is ₹20 lakh. If your business is in Telangana, you must register for GST once your aggregate turnover crosses ₹20 lakh in a financial year (section 22(1), CGST Act). That limit applies whether you supply goods, services or both, so the ₹40 lakh goods-only limit does not apply in Telangana.
Some businesses, such as e-commerce operators and casual taxable persons, must register whatever their turnover.
The rules are stated as of November 2026. If you are still choosing a business structure, start with the guide on how to register a business in Hyderabad.
Key Takeaways
- In Telangana, the GST registration limit is ₹20 lakh of aggregate turnover for goods, services and mixed supplies. The ₹40 lakh goods exemption excludes Telangana.
- E-commerce operators, casual taxable persons and others listed in section 24, including many inter-State suppliers, must register regardless of turnover.
- Standard approval takes 7 working days, or up to 30 days if physical verification is needed. Two routes introduced from 1 November 2025 can grant registration within 3 working days.
- Applications filed from 1 November 2026 use a revised Form GST REG-01 with new premises categories and constitution documents.
- Once registered, you file returns every month or quarter. Late GSTR-3B returns attract a capped late fee, and returns more than three years overdue can no longer be filed.
GST registration limit in Telangana
Telangana suppliers must register once aggregate turnover crosses ₹20 lakh in a financial year. This holds for goods-only suppliers too. For example, a Hyderabad trader selling only goods, with ₹30 lakh turnover, must register: the ₹40 lakh limit does not apply.
Aggregate turnover is defined in section 2(6) of the CGST Act. Broadly, it is the all-India value of your taxable, exempt, export and inter-State supplies under the same PAN, excluding the GST itself. Read the definition before you decide whether you have crossed the limit.
Section 22(1) of the CGST Act sets the base limit of ₹20 lakh. In 2019, Notification 10/2019-Central Tax exempted suppliers of goods only, with turnover up to ₹40 lakh, from 1 April 2019. However, clause (iii) of that notification leaves out intra-State suppliers in certain States, including Telangana.
| Type of supply | Registration limit in Telangana | Legal basis |
|---|---|---|
| Goods only | ₹20 lakh | s.22(1); Telangana excluded from the ₹40 lakh exemption by clause (iii) of Notification 10/2019-CT |
| Services only | ₹20 lakh | s.22(1), CGST Act |
| Goods and services (mixed) | ₹20 lakh | s.22(1), CGST Act |
The same notification lists other exclusions from the ₹40 lakh route. It is not available to suppliers of ice cream, pan masala or tobacco, to persons who must register under section 24, or to voluntary registrants. Those exclusions matter if you also operate in a State where the ₹40 lakh limit does apply.
When you must register regardless of turnover
Section 24 of the CGST Act requires some persons to register even if their turnover is below ₹20 lakh. The main categories are:
- Persons making inter-State taxable supplies (exemption notifications relieve some service suppliers, so confirm your position on the GST portal).
- Casual taxable persons.
- Persons liable to pay tax under reverse charge.
- E-commerce operators.
- Persons supplying through an e-commerce operator that collects tax at source (TCS).
Section 24 lists other categories too, so check it against your business model.
Selling goods on Amazon, Flipkart and other platforms
Since 1 October 2023, small goods sellers on e-commerce platforms can trade without GST registration if they meet every condition in Notification 34/2023-Central Tax. You must:
- Stay within the registration threshold.
- Make no inter-State supply.
- Sell in one State only.
- Hold a PAN.
- Obtain an enrolment number from the GST portal.
If you fail any of these conditions, for example by shipping to a buyer in another State, the exemption no longer covers you. This relief is for goods sellers only.
Documents to prepare for GST registration
What you upload depends on your business type and how you hold your premises. From 1 November 2026, the revised Form GST REG-01 prescribes constitution documents for each type of business, per the GSTN advisory dated 1 November 2026. Lists in guides written before that date may be out of date.
Under the revised form, keep these ready:
- PAN and Aadhaar of the authorised signatory and promoters or partners. These support Aadhaar authentication and any biometric visit.
- Constitution documents for your business type. One Person Companies now have their own category in the form.
- Proof of the principal place of business, matching one of the standard premises categories: owned, deceased ancestor's, rented or leased, consent, co-working, or SEZ.
- Bank account details. You can add up to 10 accounts. If you have no account yet, you can give the details within 30 days of receiving the registration certificate in Form REG-06.
- DIN of designated partners, if you are an LLP.
For companies and LLPs, the portal validates your CIN or LLPIN before it generates the Application Reference Number (ARN). Make sure the details you enter match the MCA records exactly.
Step-by-step GST registration on the portal
You apply online in Form GST REG-01 on the GST portal. The steps below follow the order in which things happen.
Step 1: File Form GST REG-01
Fill in the form using the revised format and upload the documents for your constitution and premises category. Choose whether to opt for Aadhaar authentication. Opting in matters, because skipping it can trigger physical verification.
Step 2: Complete Aadhaar authentication or biometric verification
In Telangana, biometric verification at GST Suvidha Kendras (GSKs) has been in place since 5 October 2024, according to the GSTN advisory dated 5 October 2024. The process is risk-based. Depending on your application, you receive either:
- A link for OTP-based authentication, or
- A link to book an appointment at a GSK.
If you are called to a GSK, carry your original Aadhaar, original PAN and the documents you uploaded. The ARN is generated only after verification is complete.
Step 3: Wait for approval
Under Rule 9 of the CGST Rules, the officer normally decides within 7 working days. This extends to 30 days when physical verification of your premises is needed. That happens if Aadhaar authentication fails or is not opted for, if risk parameters flag the application, or if an officer orders it.
If the officer needs more information, they raise a query in Form REG-03. You reply in Form REG-04, and the officer decides within 7 working days of your reply.
From 1 November 2025, Rule 9A also allows risk-based automatic grant of registration within 3 working days (GST Council newsletter, October 2025). Not every application qualifies, so do not plan on 3 days as a given.
| Route | Timeline |
|---|---|
| Standard (Rule 9) | 7 working days |
| With physical verification (Rule 9) | Up to 30 days |
| After a REG-03 query | 7 working days from your REG-04 reply |
| Risk-based automatic grant (Rule 9A) | 3 working days |
| Simplified registration (Rule 14A, opt-in) | 3 working days |
Step 4: Download your certificate
Once approved, the registration certificate is issued in Form REG-06. A normal registration remains valid until it is cancelled. The GST portal does not charge an application fee.
Simplified registration under Rule 14A
Rule 14A, in force from 1 November 2025, offers a faster opt-in route for smaller suppliers. According to the GSTN advisory dated 1 November 2025 and the GST Council newsletter for October 2025, it works as follows:
- Who can opt in: applicants whose output tax on supplies to registered persons will not exceed ₹2.5 lakh per month.
- Aadhaar authentication of the primary authorised signatory and one promoter or partner is mandatory.
- Timeline: registration is granted within 3 working days.
- Limit: one registration per PAN per State.
- Leaving the scheme: you withdraw through Form REG-32.
The cap is ₹2.5 lakh of monthly output tax on supplies to registered persons. It is not a turnover limit, so check your expected tax on business-to-business sales before you opt in.
After registration: your first returns
Returns are due even in months with no sales, and the compliance checklist after company incorporation shows how GST fits alongside your other first-year duties.
GSTR-1 and GSTR-3B
You report outward supplies in GSTR-1 and pay tax through GSTR-3B. For monthly filers, GSTR-3B is due by the 20th of the following month, per Notification 82/2020-Central Tax.
From the July 2025 tax period, the liability auto-populated into GSTR-3B from GSTR-1 can no longer be edited. Corrections are made through GSTR-1A instead, according to the GSTN advisory on GSTR-3B.
Quarterly filing under QRMP
If your aggregate turnover is up to ₹5 crore, you can opt for the Quarterly Return Monthly Payment (QRMP) scheme. Under Notification 82/2020-Central Tax, taxpayers in Telangana file GSTR-3B by the 22nd of the month after the quarter. Tax for the first two months of the quarter is paid through Form PMT-06 by the 25th of the following month.
Late fees, interest and the three-year time bar
Late GSTR-3B returns attract a late fee, capped per return under Notification 19/2021-Central Tax. The caps below are CGST and SGST combined.
| Situation | Maximum late fee per GSTR-3B |
|---|---|
| Nil return | ₹500 |
| Aggregate turnover up to ₹1.5 crore | ₹2,000 |
| Aggregate turnover above ₹1.5 crore and up to ₹5 crore | ₹5,000 |
Interest also applies on late payment of tax, separately from the late fee. And from 1 December 2025, a return cannot be filed more than three years after its due date (GST Council newsletter, October 2025). Old gaps cannot simply be fixed later.
For a broader view of ongoing obligations, read the guide to GST compliance. If you would rather hand over monthly filing, see the filing of returns services.
Composition scheme
Smaller businesses may be able to opt for the composition scheme, which offers simpler returns and tax at a fixed rate on turnover. Eligibility limits and conditions differ for goods and services. Check the current limits in the GST portal's news and updates before you choose it in your application.
Frequently Asked Questions
Is the GST registration limit ₹20 lakh or ₹40 lakh in Telangana?
It is ₹20 lakh, as of November 2026. The ₹40 lakh exemption for goods-only suppliers under Notification 10/2019-Central Tax excludes intra-State suppliers in Telangana. Services and mixed suppliers also use ₹20 lakh.
Do I need GST registration to sell on Amazon or Flipkart?
Not always. Since 1 October 2023, goods sellers can sell through e-commerce platforms without registering if they stay within the threshold, make no inter-State supply, sell in one State only, hold a PAN and obtain an enrolment number (Notification 34/2023-Central Tax). Otherwise, registration is required.
How long does GST registration take in Telangana?
As of November 2026, standard approval takes 7 working days under Rule 9, or up to 30 days with physical verification. Risk-based automatic grant under Rule 9A and opt-in simplified registration under Rule 14A can take 3 working days. A biometric visit to a GSK, if required, comes before the ARN is generated.
Is there a government fee for GST registration?
The GST portal does not charge an application fee. Professional fees, if you use an adviser, are separate.
Can I register for GST voluntarily below ₹20 lakh?
Yes. Section 25(3) of the CGST Act allows voluntary registration. You then file returns like any other registered person.
